Malaysia is set to capitalize on its ASEAN Chairmanship to enhance its position as a regional hub for halal industries. Deputy Prime Minister Datuk Seri Dr Ahmad Zahid Hamidi emphasized the importance of utilizing the Malaysia External Trade Development Corporation (Matrade) to expand Malaysia’s halal market across ASEAN.

“With ASEAN’s population exceeding 600 million, Malaysia has a golden opportunity to expand its halal exports,” said Zahid Hamidi. “However, we must be more aggressive in marketing our products, as countries like Indonesia and Thailand are actively promoting their halal industries.”

Regional Collaboration and Market Expansion

To address challenges in market penetration, Malaysia is considering the establishment of a Regional Halal Council, which would facilitate cross-border cooperation and standardize halal certification processes. Additionally, the upcoming Asean Forum, scheduled for September 2025, aims to bring together industry leaders to discuss strategies for strengthening halal trade within the region.

“We need a unified approach to halal certification and trade,” Zahid Hamidi stated. “A Regional Halal Council will ensure smoother cooperation among ASEAN nations and help Malaysian businesses thrive in the halal sector.”

Penang’s Role in Halal Industry Growth

As chairman of the Penang Halal Industry Development Council (MPIHPP), Datuk Dr Mohamad Abdul Hamid highlighted that the council was formed through collaboration with 25 government departments and agencies.

“The establishment of this council plays a crucial role in reinforcing the halal industry’s growth in Penang, in line with the Penang 2030 vision, which focuses on fostering a progressive, inclusive, and sustainable economy,” Mohamad stated during the launch event.

He further stressed the importance of close cooperation between state and federal authorities, noting that such collaboration reflects the federal government’s commitment to supporting Penang’s halal industry initiatives.

“Federal support is essential for our efforts at the state level,” Mohamad emphasized. “With this partnership, Penang is poised to become a global leader in the halal sector.”

Halal Certification Growth in Penang

As of April 2025, Penang boasts 870 companies holding halal certifications, ranking it third in Malaysia after Selangor and Johor in terms of the number of certified halal businesses.
