In a landmark move to foster a safer and more inclusive digital environment, ASEAN member states have voiced strong support for the Kuala Lumpur Declaration on Safe and Responsible Use of Social Media Platforms, unveiled during the 58th ASEAN Foreign Ministers’ Meeting at the Kuala Lumpur Convention Centre.
The declaration, spearheaded by Malaysia, reflects ASEAN’s collective commitment to combat online harms such as fake news, disinformation, hate speech, and digital exploitation, while promoting freedom of expression and cyber wellness across the region.
Key Highlights of the Declaration:
- Endorsed by the ASEAN Ministers Responsible for Information (AMRI) as a strategic framework for digital safety
- Supports the development of regional guidelines for responsible social media use
- Aligns with ASEAN’s long-term vision under ASEAN 2045: Our Shared Future
- Complements the Bandar Seri Begawan Declaration, reaffirming AMRI’s commitment to media and information progress
Strategic Roadmaps Ahead:
- Formulation of the Work Plan for Information and Media (2026–2035)
- Launch of the ASEAN Communication Master Plan III (2026–2030) to guide regional digital engagement
- Continued collaboration with social media platforms to enhance content moderation and self-regulation
Malaysian Communications Minister Datuk Fahmi Fadzil emphasized the importance of regional cooperation in addressing the misuse of AI on social media, including scams and misinformation. He also announced plans for an ASEAN Toolkit for Online Safety, aimed at sharing best practices and resources among member states.
The KL Declaration is set to be formally adopted at the 47th ASEAN Summit in October 2025, marking a pivotal step toward a digitally resilient, people-centric ASEAN community.
