Health leaders from all ASEAN Member States, along with partner countries, convened in Vientiane this week to shape and finalise the Plan of Action for the ASEAN Network on Biosafety and Biosecurity, reinforcing regional cooperation to prevent, detect, and respond to biological threats. The meeting builds upon the ASEAN Leaders’ Declaration on Strengthening Regional Biosafety and Biosecurity adopted at the 44th and 45th ASEAN Summits held in 2024.


Key Outcomes & Commitments

  • Finalisation of the Plan of Action: Delegates will define priorities, select lead implementers, and delineate roles for a unified regional response. The Plan of Action will operationalize the commitments made in the ASEAN declaration.
  • Network Institutionalisation: The gathering moves forward preparations for the first official meeting of the ASEAN Network on Biosafety and Biosecurity. The Network was conceptually set up in July 2025 during the first Consultative Meeting held in Kuala Lumpur, at which the Terms of Reference were established.
  • Regional Harmonisation: Emphasis is placed on aligning laboratory systems, biosafety and biosecurity protocols, and strengthening communicable disease control across ASEAN, including Timor-Leste.
  • Partner Support: The process is being supported technically and financially by international partners, including Canada’s Weapons Threat Reduction Programme and the European Union’s CBRN (Chemical, Biological, Radiological, Nuclear) Centres of Excellence.

Significance

In light of increasingly frequent biological risks—ranging from emerging pathogens to accidental lab releases—the ASEAN region recognises that no country can fully insulate itself in isolation. A coordinated, well-governed, and well-resourced regional architecture is essential to:

  • Enhance early detection and surveillance to reduce response time to outbreaks.
  • Ensure consistency in biosafety & biosecurity standards to prevent cross-border threats.
  • Build laboratory capacity and workforce competency across states, including in vulnerable or less-resourced countries.
  • Strengthen public confidence by institutionalising transparency, accountability, and coordination.
