In a decisive move toward regional energy integration, ASEAN member states will sign a Memorandum of Understanding (MoU) this October to implement the long-envisioned ASEAN Power Grid (APG). The signing will take place during the 43rd ASEAN Ministers on Energy Meeting, hosted in Kuala Lumpur as part of Malaysia’s ASEAN Chairmanship.

The MoU will lay the groundwork for a unified regional electricity network, including:

  • 🔌 Harmonization of technical standards and regulations
  • 💼 Development of a cross-border energy exchange business model
  • 🌱 Acceleration of clean energy transition and energy access

Deputy Prime Minister Datuk Seri Fadillah Yusof, who also serves as Minister of Energy Transition and Water Transformation, emphasized that the agreement marks a pivotal moment in ASEAN’s energy cooperation. “This MoU is not just a document—it’s a roadmap for a connected, resilient, and sustainable energy future,” he stated.

A Turning Point for ASEAN Energy Cooperation

The MoU aligns with the conclusion of the ASEAN Plan of Action for Energy Cooperation (APAEC) Phase II (2021–2025) and sets the stage for APAEC Phase III (2026–2030). It reflects ASEAN’s commitment to:

  • Enhancing regional energy security
  • Expanding access to underserved communities
  • Mobilizing partnerships for energy transformation

Malaysia’s leadership in this initiative is underscored by its recent trilateral energy deal with Vietnam and Singapore, which includes undersea transmission infrastructure and renewable energy supply agreements.

Malaysia’s Role as ASEAN Chair

Prime Minister Datuk Seri Anwar Ibrahim reaffirmed Malaysia’s commitment to driving regional integration and sustainability. “Malaysia will spearhead the first phase of the ASEAN Power Grid, beginning with economically viable connections between Vietnam, northern Malaysia, and Singapore,” he announced.

The upcoming ASEAN Energy Business Forum 2025 (AEBF 2025), scheduled for October 15–17 at the Kuala Lumpur Convention Centre, will serve as a platform to galvanize support and investment for the APG. The forum carries the theme “ASEAN 2025: Inclusivity and Sustainability”.
